  • Candidates sought for planning committee vacancies (1)

    Candidates with knowledge of the Island and a willingness to serve in public life are sought for positions on the Planning Committee.

    The Planning Committee meets fortnightly, usually on a Monday morning, when it considers an average of 10 planning applications.

    Members are appointed for terms of up to five years. Two members’ terms are expiring.

    Geoffrey Boot MHK, Minister for Environment, Food and Agriculture, said:

    ‘The Planning Committee performs an important role in public life and its decisions impact on people’s lives and livelihoods.

    ‘Committee members must be keen to do their best for the Island and must be capable of understanding policy, seeing subjects from all angles and acting impartially. They must be resilient, given the high profile planning has, and be confident dealing with complex and emotive issues.

    ‘While no formal qualifications are needed, it’s desirable that applicants have knowledge of the Island and experience in the private, public or third sectors or working with groups.’

    Committee members receive an induction and ongoing support. Planning policy, legislation and standing orders guide their work.

    On appointment, they must complete a register of interests – e.g. property they own, businesses they run – so conflicts of interest can be avoided.

    Agendas are sent out in advance and can involve considerable preparatory reading. In accordance with the Government’s Digital Strategy, Planning makes full use of online services and members can use this for their reading and research.

    Committee members are provided with an allowance of £78 per session plus travelling expenses.

    Committee members cannot be Members of Tynwald or local authorities.

As such the application will not be determined by DEFA, but will, following a period of 21 DAYS be referred to the Council of Ministers. Persons may view the application at or submit written representations or submissions to DEFA, Murray House. Please ensure that such comment is submitted by 22 September 2017. Any representations or submissions received will be conveyed by DEFA to the Office of the Chief Secretary, The Cabinet Office, Government Office, Douglas who will thereafter manage the administration of the application on behalf of the Council of Ministers.

  • Strategy will ensure Island’s infrastructure meets future needs

    Tynwald will be asked to support a new strategy that seeks to ensure the Isle of Man’s infrastructure remains fit for the future.

    The National Infrastructure Strategy sets out a framework for meeting the Island’s social and economic requirements for the next 30 years.

    It explains the need for our infrastructure to keep pace with changes in population, the economy, technology and climate in order to maintain the Isle of Man’s status as a special place to live and work.

    The Strategy, to be considered by Members at the July sitting of Tynwald, includes an audit, which concludes that the Island’s current infrastructure is generally in good condition having benefitted from significant investment over the past 15 years.

    Key assets have been designed to withstand change and continue to be maintained to an appropriate standard to meet current and, in some cases, future needs. Where shortfalls have been identified, the Government or infrastructure providers have for the most part already started to tackle this in their planned work programmes.

    Consideration is also given to the factors that will influence long-term decision making and efforts to secure value for money. It is the first time such a comprehensive range of information has been presented in one document.

    The Strategy will help to inform the planning and delivery of future capital schemes by identifying when strategic assets need to be constructed or replaced. It also encourages partnership working across the public and private sectors to promote a forward-looking approach to infrastructure projects.

    There is a strong focus on providing value for money by putting in place maintenance programmes to achieve the full design life of infrastructure such as buildings, roads and services.

    The intention is that work will support the Strategy’s overarching aim ‘to ensure there is an integrated, reliable, secure and resilient provision of Island-wide infrastructure that meets the social and economic needs of the Island up to 2050.’

    Minister Ray Harmer MHK said:

    ‘The Island’s infrastructure supports every facet of our lives. It enables the movement of people and goods, provides our homes and businesses with power, water and telecoms and helps our economy to flourish. The demands on our infrastructure are continually evolving and it is important to ensure we are well placed to respond to future needs.’

    He added:

    ‘This Strategy is part of the Programme for Government and will act as guide to the Island’s infrastructure providers when making decisions about future investments. It will coordinate efforts to ensure we prepare for the future in the most effective way possible.’



  • Planning Applications - Publication List

    In accordance with the Orders and Regulations listed below, the most recent planning applications received and validated for publication are now available for viewing online including a link on which the site extents can be viewed via an online map.

    A PDF version is available if you wish to print off the list.

    You may also, if a planning application has not yet been determined, use this service to submit an objection or comment in support of the application.

    Comments or objections relative to this list must be submitted by 4 August 2017.

    A laminated Site Notice has been sent to each applicant for displaying at the site.

    Copies of the applications are also available for viewing at the Office of Planning and Building Control or via the appropriate Local Authority.

    Please be aware that all written representations OR SUBMISSIONS will be available for PUBLIC scrutiny and will form part of any proceedings arising in connection with the application. 

    Whilst criteria for the submission of comment may differ under each instrument of legislation, to give weight to any representation or submission, and to enable assessment of parties for interested person status (as defined in the 2013 Order) persons are encouraged to clearly indicate the relationship between their land or buildings and the land that is the subject of the application. Sufficient interest in the subject matter of the application must be demonstrated if the person making representation should wish to be considered to take part in any subsequent proceedings. 

    Please also be aware that any anonymous representations or submissions will not be considered as part of any planning determination.
