Yes, that's right! Effectively we have just four backbenchers (MHK's that are not part of the government). A key requirement of any democracy is a majority of backbenchers not constrained by patronage or collective responsibility and so able to speak freely and force the government to account for their decisions.
This state of affairs seriously impacts government ability to get policies right.
