What is Prison for?

Andrew Neilson, Assistant Director of The Howard League for Penal Reform addressed a very well attended public meeting in Douglas on Monday 28.09.09.

His presentation, called What is prison for?, drew on information from a 2 year long inquiry into the purposes and limits of a penal system and how it fits alongside other social policies. He then made comparison with the Isle of Man system.
